Whenever I make my tea biscuits, they always turn out a little on the heavy side. I do not over knead but they still always turn out the same way. Does anyone have a great recipe or suggestion for me?

Don't over knead. That's usually the problem. Handle dough as little as possible.

I grate my very cold butter into the dry ingredients, add very cold liquids, and barely mix all ingredients together. I do not knead my dough at all, as that really toughens biscuits. This always works, and my biscuits are light and flaky.

Make sure to use cake flour. It has less gluten, so the result is lighter and fluffier. Also, make sure that you sift the flour.
