I would have to say the Caribbean although it depends on what part of the Caribbean you want to go to. If you want to venture off the resort I would not recommend the Dominican Republic as they are still fighting to modernize the country. Mexico is really nice and, generally, the people are friendly as well. I would still advise to use a bit of caution as much of Mexico is still extremely poor and not looked after. If you are from the US and you arent put off by a really, really long plane flight, you can go onto the travel agents in the UK and book all inclusive for less than you could from the US. Im from the UK and used to go on all inclusive from the there and we spent about 1400GBP (about $2800) on a 2 week all inclusive trip to the Dominican. When I priced it from the US, it cost well over $7000. Even when you consider you have to pay for the ticket from here to there, it still worked out a lot cheaper.

Ok now this is my specialty!! The Caribbean- Try Cancun- the best place in my opinion in Mexico with the best beaches is Cancun in Mexico, great party place and lots of great people. Don't forget to go to the Myan Ruins!!

Another place is a little Island called San Andres(Off the coast of Cost Rica but it is part of Columbia)- very cheap and you can't go wrong for the price. There is 5 hotels under the same management- so that means you can go for breakfast in one hotel and lunch in another and dinner in another hotel all for no extra charge.( A bus will drive you around for no extra charge) Great deal!!

For around the same price is also Panama!! All inclusive resorts right on the beach around 2 hour drive from Panama city. Low prices as well!!

Breezes in Dominican Republic is a cheaper all inclusive.
