What is the field in question? What is the intended use?
I know of a school which educates people for "free" regarding the Christian religion and Bible study. They accept you based upon recommendation from your pastor or some other church leader. You pay as you are led of the Lord to pay. The school is NOT accredited. BUT you can get a PhD through them. The study is rigorous and the PhD is earned. It is of a religious nature though.
