Depends on the house rules - each machine has winning images posted on it. Most will only pay on the line some give a pity pay to keep you gaming if you get 3 exact matched images below or above the line - but not a jack pot. Part of the disappointment of slots is the near win - but it makes hitting it all the more fun. Hope you hit a big one!

Yes. There are some machines on which certain icons pay on any line, for example the Wild Cherry machine on which a wild cherry counts on any line.
