don't even try

the paper will suck in the dirt on the surface, as soon as you apply any solvent, pulling it deep into the support, where it will start chemical damage to the paper.

water and some spirits may attack the chemical bonds to the pigments on the paper surface, and as many water colours are lakes. dyes on chalk subsets, they will fade away.

professional conservators (I am one, but of Arabic illuminated manuscripts, not watercolour paintings) use gortext, and pass ultrasonic generated steam from behind the painting into a blotter, pulling the dirt off the surface.

they also use enzyme solutions. this takes a few years to master how each pigment will react to the treatment, and frankly it is not wise to jump in at the deep end with you own art piece.

there are good books available to explain the techniques, I suggest you however contact the Institute of Paper Conservation, or take it along to a major museum when they have an open day.
