I agree with Beach Crazed. My sister did this on my birthday and when I came into the room, I was surprised all right. It's a great way to surprise somebody. Good luck.

If it's not a last minut ething, you could plan to have a room full of her friends there, grandparents and family in general. Fill the room with balloons and have the cake sitting on the table awaiting her. The cheapest cake, birthday I ever had stands out in my mind the most. My Mom made (today you can buy as cheaply) a yellow layer cake/iced with with white frosting, placed lollipops all over it (Wrappers removed). It was so colorful and I recall it to this day, many years later. Get A couple of balloons, a favorite video on and it's a party. I hope she has a blast.

Depends on her age. My parents made sure I came home late from school on my 18th b'day and when I got home all of my friends were there for a surprise b'day party! On my 16th b'day, I came home and found a new car in the driveway. I'll never forget those days for as long as I live.

Yesterday was my girlfriend's birthday so I bought her a real big bear ( It was expensive! ) but When she walked into my room and saw the BIG bear just sitting there taking up half of my King Sized bed she just opened her eyes and jumped on it with exitement! You should get her a present you know she will like and just make her Walk into it.. =D

her favorite meal, close family and friends... nothing huge.. or maybe just the two of you.. and her favorite meal.. you have catching up to do...
Whenever i came home from school, or now, from work ( i work in texas, they live in philadelphia) my mother makes sure to have my favorite meal.. and we all sit down and catch up... it's the best... no matter how close you are, when she is far away, she is so busy learning about herself.. that she forgets the greatest things in life... like her family... these times will be great for you... at this age, kids realize how wonderful their parents are.... at the same time, don't smother her, and don't try to reinstate the rules she had when she lived there... it's sort of regressive.. she feels like she has grown... and she has... this is the beginning of the best part of a parent child relationship...
so have a bunch of people there to welcome her home... show that absence makes the heart grow fonder...

last year I filled my sons room with blown up balloons, about 400. I then told him that his presents from the family were inside some of them that he would have to pop each one to make sure he got them all. I made eveyone give him money to do this idea...his uncle gave him (I think) 10 bucks, but did it all in ones! And yes, our vacuum helped us blow up all these balloons! It was a blast!

Imagine how surprised your daughter will be when she opens the door and sees you naked, covered in whipped cream and dancing with circus midgets.
You'll get great family stories out of that for years to come.

I leave small presents all over the house with little notes attached from the "Birthday Fairy". My son loves this.

Aside from the traditional cake and present buy the candles that don't die out when you blow them. they are a big hit. I found them in Wal-mart the last time I checked.
