Let's discuss the issues involved in setting disk quotas from both a management perspective and a user perspective. Does it basically come down to a lack of responsibility on the part of users? Or is the management of an organization acting too harshly when they set quotas, basically assuming that users will be irresponsible?

Users are irresponsible, period. I can't tell you how many times in the places I've worked, users (no matter the job title; receptionist to VP) have loaded their PC's to the point of crashing with pics, stupid email cartoons and MP3.

A responsible management has to have storage policies in effect to protect their company and allow each individual the ability to us the tools supplied at their best working conditions.

This is my professional opinion. I think the Cert's state the management policy comment as I just did.
