I would tend to agree with Vatican City as the correct answer. While the Vatican is within the city of Rome, it is not a part of Rome, nor does it fall within the jurisdiction of any part of the Italian government.
This independant status is so well entrenched and recognized that, even during the Nazi occupation of Rome, during WWII, the Germans respected the confines of the Vatican as a separate nation, who's borders were to be respected.
Vatican City hires Swiss mercenary soldiers for it's internal security. While it is a fairly large complex, I can't imagine that it employs a very large security force.

My country of Blythopia located in the extreme south eastern corner of California. The country consists of 40 acres with two sides bounded by California, Mexico to the south and Arizona to the east. The military active force is made up of myself. The reserve forces consist of my brother and wife. We have applied for foreign aid from the United States and have yet to receive a reply.
PS when they attempt to build a border fence across our frontier with Mexico, we are going to the United Nations.
