I can't get it working with my car ('99 Altima), but can get it to work with a few other cars, so I want to make sure that it should actually work with this car.

Sorry to add details here, but this is for the Nissan Master tech - yes, it does have both the gray 14-pin Consult (or Consult-II?) plug near the fuses, and the OBD plug, but I thought that all cars made after '96 were required to have OBD-II. Also, it says OBD-II under the hood... But I've heard that a lot of people are having problems with OBD-II on '98-2000 Altimas...

My next thing to try is to buy a multimeter and test the connector pins, I guess.

First question is there a gray plug at or near the fuse block and a white plug your trying to down load engine signals with? If so your Altima has On Board Diagnostic One System. Not the OBD2 system auto tap is looking for when you plug it in. Then there is the real bummer there is no E-Prom to recaluculate to alter the fuel maps. But all is not lost you can trick the engine temp sensor to gain fuel and the air flow meter is ready for proper resistance changes too.
