So walk up and introduce yourself! Ask her to have a coffee or something! Don't just sit there! Faint heart never won anything! Go! Go! Go!

Try this guide to flirting, both guys and girls can do. It covers how to get noticed. Don't scare her off by telling her you love her, just make friends first. Make the most of how you look, just clean and neat and fairly well-dressed without going over-board and worrying about it. Relax, be yourself, don't show-off. Then smile and say hi. If it helps to start a conversation, start with a question or a complement. Chat about everyday inconsequential stuff, then if its going well, invite her somewhere, like a movie or somewhere you can talk a bit more like a coffee bar.

Firstly, how can she be a good listener when she is talkative?
Secondly, you can't judge a person until and unless you have personally interacted with them. And I don't think girls like to be "watched" so closely without their permission. It's kind of invasion of privacy you know... So go upto her and talk to her, introduce yourself. Or if you don't have the guts then tell some common friend to introduce you both.
Good Luck.

Ok I must say that, that is a little creepy that you have been watching her, however.....Just go talk to her. The worst she can do is not be interested and even then she would be doing you a favor, because you wouldn't be wasting your time on her anymore. You could move on to find that one for you. If she is into getting to know you, you will be that much farther ahead of the game then if you kept mopping around wondering what if....... Good luck!

Make friends with her friends first,it would be easy than to introduce yourself to her,,then when your comfortable with her friends chances are they will introduce you to her,,and that would be the start of your daring adventures..just take it slow and careful, you dont want to mess everything,,do you?..make her laugh, and always ready to listen to her stories,,things would fall in their right places eventually as you gain her trust gradually..keep the faith

Wait till she is alone, or around fewer people and talk to her. I seriously doubt that you are in love if you haven't even talked to her.
