Does she know you exist? Do you two interact with each other in school or after? You may feel strongly towards her, but if she doesn't know you let alone feel comfortable around you and trust you, you have absolutely no basis to build a stable and positive friendship not to mention anything more intimate beyond mere friends. Somewhere down the line if and when this is all secured, and you present your strong feelings to her, you have to accept the possibility that she may NOT feel the same way towards you and you should respect that and move on if necessary.

Buy her a heart shaped box filled with lovely little dabs of Ben Gay. J.k. You're really robbin the grave on this one. Don't tell me that you're scared. Are you kidding me? Just walk up to her and say "I know I act like I'm twenty, but I'm actually nineteen. I can do what any 20 year old can do, if not better." J.k. again. Don't get all pissy on me k. All you have to do is just walk up to her and tell her about how you feel. You have nothing to lose. Make sure that you tell her though, if she turns you down, she'll have a stalker on her hands. Become a womanizer. Treat her like she should be lucky you're even talking to her. Talk to other girls when she's around, etc.. Then, when she's giving you the time of day and everything, bring out your softer, gentler side and be a gentleman. Buy her dinner and maybe give her some flowers.

well i would go for it....but know that she may have different ambitions then you and different types of priorities then you so if you think that you are at the same phases of your life when it comes to relationships then you should totally go for it because then there wont be a need for you to explain to her that"you are a mature 19" she'll just see it

show her your true feeling.Honesty is the key to success.If she answers that you two should be friends(you and the girl)try convincing her with by showing relaxed,mature so as to seem that you have accepted what she said.Then try to learn about her character and her background.You make your decision.If you have same interests it woyld be easy.Otherwise you should try finding another girl to target...
