First come, first serve. If you beat him to the intersection, you go first.

If you both get there at the same time, it depends on who has the biggest cojones. If the other guy hesitates, you should go. If you hesitate, then the other car may go.

whoever arrives first generally. If you arrive at same time then it is whoever is the driver to the RIGHT of the other driver. so lets say you get to the intersection at the same time as someone on your right. HE goes first. if you get there the same time and hes on your left, you go first. If he is across the intersection, whoever is going straight across goes first, or if thats both of you, you both can go. And as far as turning if you are across the intersection from each other, you'll just have to see who hesitates. Unless you are turning the opposite direction then it really doesnt matter. If there is a waiting line at all 4 stopsigns, the person to the right of you should be going at the time you arrive at the stop-line. Then the person across, then to your left, then you. Thats how waiting legally works.

Depends on who arrived at the intersection first. Whoever arrives at the intersection first gets to go first.

If the person at the stop straight ahead of you (facing you) arrives the same time you do, and he is going straight, you must wait for him to pass before you turn left.

The drivers at the stop signs to your left and to your right only get to go first if they arrived first. If you arrived first, you go first.

You go according to the order you arrived at the intersection. If you stopped at the intersection before the guy on your left, you go first. ...Because it's a controlled intersection.

With your turn signal on indicating your intention to turn left, you do so when it's your turn, making sure it's clear of course.
