It means that you should not wear miniskirts or show cleavage. You should not wear tight jeans
You should not show any skin on your belly.
All of these things are sinnful. You should not wear makeup.
Girls who wear these things and say they are christian are not leading the christian life

Well, why don't you survey a group of men - both Christian and non-Christian - and ask them whether they find skin tight tops revealing ample cleavage, skirts so short that they could technically qualify as little more than loin cloths, etc., evoking holy or unholy thoughts and emotions.
That might be one really good place to start.
Yet, is holyness also in a woman dressing in a potatoe sack from the base of her ears to the floor? I haven't found this to be particularly the case. I've encountered women dressed pretty much like that and something far less than holy emotions was evoked in me in talking with them because they were spewing all kinds of bitterness and contempt with every word they spoke.
Holiness is something that shines forth from within a person. Holiness will inspire a woman to look in the mirror and search her heart before walking out the door in what she's wearing to see if what kind of response she is going to elicit. And holiness will also be, as it were, a mantle about her keeping her emotions in check and keeping bitterness and wrath at bay when she is interacting with people.

The actual word used in the Bible is "modesty". That means a woman (or man too) should dress in a way that is not designed to call attention to her body, meant to arouse people around her, or deliberately offend people. You can dress nicely, look your best, be presentable, and even stand out in a crowd, and still be modest.
Unlike some religions, where women have to wear certain outfits or men have to have beards or something, the Christian faith allows for changes and growth in styles. For instance, in Bible days a man would have been "immodest" if he wore pants. Today they are the most modest thing a male can wear. Even "fads" are fine, if they are tasteful and "modest". (I would hate to admit some of the outfits that I wore back in the 60s and 70s). They were colorful, and in style for that time - but still were modest.

Her manner should be quiet and peaceful. With eyes not full of lust. Her eyes must not be one of challenge toward anyone, but meek and humble. Her dress must be modest, and she must wear a covering over her head. This is how a Christian woman must dress, but few follow it. And call everything that is talked about in the Holy Scriptures, a cultural choice.
Makeup is fine to wear, because it hides the fact you are fasting. It says in old testament to put oil on your face when you are fasting so others don't see. Makeup is made out of oil and will make you look healthy. Makeup is fine. But not too much to draw attention to yourself.

What Scripture are you thinking of?
Modesty does come to mind...and we know what modesty is and what it isn't.
I will add this....we (Christian ladies) need not wear anything to make our Christian brothers stumble or fall. (You know what is right and what is not.) However, if he lusts in his heart over what we do or don't wear...that is his issue.
1 Timothy 2:14-15 (New Living Translation)
14 And it was not Adam who was deceived by Satan. The woman was deceived, and sin was the result. 15 But women will be saved through childbearing, assuming they continue to live in faith, love, holiness, and modesty.

A woman should dress very conservatively. She should not show cleavage or anything that might distract a man and lead to the path of temptation!! And Men should not be looking, but as bros. and sisters in Christ ,we are supposed to help the guys out a little and dress appropriately!

It depends on how it is interpreted. Modestly or conservatively is the easy answer, but that varies between different sects of Christianity and cultures. That is why some Christian women can wear regular, everyday clothing, while others are restricted to full length dresses. Their choice of interpretation is different.

Proverbs 31 describes a Godly woman. As far as clothes go, it is simply our duty to not dress in a way that would tempt a man to lust. I know, they supposedly will do it anyway, but I know that my Christian brothers appreciate those who do the best they can. No cleavage, midriffs, short skirts, bikinis, too tight clothes.... In a shirt with a low neck, it is good to put your hand there when you bend over as not to give a peep down the shirt.
