Can I change my themes in a network PC?

I have a PC connected to my network. I can hardly personalise my user account. I am now sick of the blue and green start bar, and want to change the colour scheme, but I can't get into display settings as it is disabled.

Question is - do you know a program that I can use on my memory stick (or install) taht would change the theme?

It would depend on how the IT configured the security policies. Some companies will allow you to do that. Go to your desktop, right click, and go to properties, then go to settings. If you can change it, that is how you do it.
