Amtrak "Capitols" route from Sacramento to Richmond where the station is adjacent both to BART and the local bus terminus. Trains go approximately once an hour. Journey time 1 hr 50 minutes.
Greyhound goes to Oakland where the bus station is a long way from anywhere

Greyhound or Amtrak to Oakland, then AC Transit or BART to Richmond.
