This really depends on the keywords you are targeting. For example if you choose a keyword such as a company name, the chances are you are already in the top 10. Once you have decided on what words to target, you will need to use them liberally in your meta tags, heading tags, filenames, and your actual RELATED content. The next thing you should examine is getting links from sites that have similar content that help legitimize your site to the webcrawlers. Getting your site listed in the DMOZ directory is also quite helpfull. You should also keep your expectations realistic, you are not likely to beat out amazon for common book related search terms for example.

Here are 5 steps to optimizing your site for the search engines:
1) Make that you build a search engine friendly website (good code, proper urls, etc.)
2) Research the best keywords to use (try and find the keyword that your customers use when searching to buy your products or services)
3) Build quality web pages which are "optimized" for those keywords.
4) Get quality links to those pages
5) Track the results of your efforts and make the appropriate changes.
To learn the details of each of these steps study the free search engine optimization tutorials at SEM Basics -- http://www.sembasics.com (and don't forget to check out their blog).
After you have learned the basics of SEO, check out the following webpage http://www.squidoo.com/seo-update

when u search for "search engine optimization",youll get huge
info's on it.
seo(in a nutshell):when u submit your website to a search engine,make sure
you optimize your codes.when u use a java script, there are only
little chances for the web crawlers to identify your site.when u use html, the web crawlers easily identify the structure of the page and displays it.
The most important part will be in choosing the key words which your site is basically upon.Make sure you insert it in the meta tag.If you have no idea about, search engine optimization, don worry, there are plenty of ready made codes.
start off with signing in with statcounter.com(which actually keeps track of visitors).Furthermore, this site offers you integrated volume of information which is very handy right from publishing your site to major search engines to manually coding the entire page.
Happy coding.

Getting in top 10 needs pretty good strategy and a decent budget to buy links for specific keywords on higher PR sites.
try seochat.com
searchenginewatch.com
I won't go much into details here as it's a pretty big topic to fit here but I suggest you not to get into trap of SEO consultants. Try the above ilnks, they will give you pretty good idea about SEO.
