Is that a full bulb or just a piece of garlic within the bulb?

A head of garlic is the whole bulb. When you break a piece off, that's called a clove of garlic.

Definitely the head of garlic is the whole bulb what you had boughten at the store. A clove is one of the segments which the other people have described.
