I installed Internet explorer 7 in June this year and I thought the same but look at your explorer window ( Look at the top left corner). You should see a yellow star icon. Click on it. A dialogue box pops up underneath it. Then click on the Favourites tab (also displayed with the yellow star.) You can add webpaes to your favourites by clicking on the icon next to the star. It's a green plus sign with a yellow star in front of it- a menu pops up and you click on 'add to favourites'.

If you don't have Favorites up top at all, try right-clicking on whatever bar you have up top and select "Menu"... that should bring up the main menu where you can find Favorites.
