What does it mean when a guys nipples keep itching?

There are probably too many factors to consider. I guess here are a few thoughts on possible causes.
Dry skin: Does the person use lotion, dry completely after a shower, are they tanning, is it during winter months generally etc...
Friction: Do they wear undershirts of soft material? Do they jog or run, friction can occur during this exercise.
Cologne: Do they use a spray such as Tag, Axe, ADIDAS etc.. or other mens frangrances on their chest?

means he has dry nipples, are you shaving or using Nair on your chest,, I suggest stopping that also, and use a aloe vera based lotion
