Some may dump a man who does not measure up, however, it would be a very individual situation. This truly depends on what that person is looking for in a relationship and the maturity level of the individuals involved in the relationship. One does not fall in love with the penis. It would be very rare for a girl to dump a guy if he wasn't 10" long.
She would dump him however if he didn't know what to do with her. If all he knew how to do was stand across the room and have intercourse with her.....yea she would dump you.
The size around is much more important than length. Most sensation that a woman has is in the outer area so length would only provide pressure and may hurt.
But how you make love to her is far more important.
