No that's a myth that surprsingly many people believe. You can not "make" your hair grow thicker, it's determined by genes. There are two reasons why people believe that shaving makes hair grow thicker though:
1 - People start shaving when they first need to, at some point when they are relativley young, hair becomes thicker as you progress through puberty. Hence, when a girl sees that the hair on her legs is thicker than it was when say a year ago...whenshe also first started shaving, she may determine that shaving has caused this, when in fact it is just hormones.
2- The main reason: A hair is thickest at its root and tapers to a thinner point at the end, when you shave your hair, it grows and what was the root becomes the end, making it appear thicker. Also, the end is blunt where it has been cut with the blade, also making it appear thicker. It is just an illusion.

After you shave body hair, it may feel coarse or "stubbly" for a time as it grows out. During this phase, it may be more noticeable — and may appear darker or thicker. But it's not."
My mom did this to my head when I was about 2 years old -- all it did was make me look like a bald geek!!

when you shave hair you are cutting it blunt on the end....
when hair grows that hasn't been shaved it comes out of the follicle kind of tapered at the end....
the blunt ended hairs will APPEAR to be thicker or more course, but the diameter of the hair will be the same regardless

Yup,i think it does.Every time I shave my legs they grow back thicker.Now I'm shave-less since i had my baby and they seem thinner.i think it's better to wax them.(So I heard)
