If you become a citizen then you can join. I'm not sure if you'd have to give up your US citizenship or not, but I wouldn't think so. The JSDF was started with the help of the US, so you'll find the structure and uniforms very similar to ours. You'll also have to decide on which branch you'd want to go into. Just remember that you're still considered a citizen over there and not a member of a standard military.

I am not happy saying this but the Japanese are rather racist. They don't like to include foreigners in there institutions. At a minimum you would have to speak and write Japanese fluently. Even then you will be treated like a second class citizen an example of this prejudice can be found in the treatment of the US born sumo wrestler wasn't allowed to go for the championship for along time even though he kicked but constantly. Another is that there are many businesses that won't cater to foreigners and have signs on there doors saying so. If you are of Japanese decent you might get by but that wrestler was part Japanese as well so I don't know. If you must try contact the Japanese embassy they will tell you what you need to know.

To become a Japanese citizen is quite difficult, and, once having achieved it, you would be open to, and bait for, discrimination. The only "unless" would be if you had some unique ability that the Japanese could not themselves fulfill, accomplish. In that case, you would be revered.
With your question, I am assuming you are fluent in reading, writing, and speaking Japanese. If you were accepted, in all likelihood, it would be as a curiosity. Alternative thoughts and direction might be apropos.

We trained with the JMSDF quite often when I was stationed over in Japan. They have alot of the same technology our ships have, just not quite as new as ours. However, their technicians were just as skilled as we were, so they could get the job done if the need ever arises... It doesnt hurt that there is always a US ship or two in the area, though...
