A tiny speck of dried blood will cause NO problems .
fresh blood, may carry a blood borne disease.
and so you may risk an infection, should the fresh blood enter a wound ,and so your system .
Dry blood is not likely to have any live diseased cells in it ,
so risk of contamination is much less
However to be absolutely safe, do not
allow contact with blood in any form .
keep all sores covered ,Wash hands & wash soiled clothing ,
stay safe stay well

It's possible but not likely. Make no mistake. You absolutely could get AIDS from that if the blood is infected. However, HIV is not a very robust pathogen outside of the body. Dried speck of blood, run through the wash...unlikely to still be infectious.
Don't kid yourself, however, it still could be. The risk factor is NOT zero. Considering the seriousness of the disease and the fact that the risk factor is not zero, you must not treat these matters lightly. This goes double if you are the one infected and it's your blood putting people at risk.
I mean, you can live a long time if you take your drugs correctly....maybe even a normal lifespan. They may even be a cure (this is a controversial topic that we won't know about until a few more decades have passed). But, I tell you this. If you accidentally infect someone else, especially someone you love, you will lose all will to live. You may live a long time. But, you won't want to.

There is always a possibility of passive transfer, the longer the spot has been drying the less the chance of catching anything, some germs go into hibernation rather than dying and will reanimate when wet.
I think you are being a bit paranoid, well in fact a lot .

Any parasite outside the body will die after some time.So you need not worry.If you are still worrying about it...soak the cloth in disinfectants and later boil it in fresh water for 20 min.That's it you are 100% safe.

You're being overly cautious. Unless you eat the dried blood or rubbed it in your eyes, and likely not even then, you're fine. Most viruses, including HIV, are pretty fragile in the open air and outside of our bodies for more than a few minutes.

This is a normal paranoia. Most diseases die under 5 seconds of being exposed to atmospheric oxygen. So if you touched it, it's not a big deal and you should be fine.
