If you're talking about modern Bangkok then the Baiyoke Sky Hotel is certainly where to aim for. On the other hand, if you're taking about views of the historic Bangkok (The Grand Palace, Wat Po, Wat Arun, etc.), which is frankly a lot more beautiful than the urban sprawl that is modern Bangkok, then go up to the top of the Golden Mount which is just outside the old city walls.
Basically, the reason that there is a difference between historic Bangkok and modern Bangkok is that the king at the beginning of the twentieth century, Rama V, moved the focus of the royal/government buildings from the Rattanakosin area (next to the river) to the Dusit area of Bangkok.

Or you could go to the State Building near the Chao Phraya River. Up to the Dome or Sirocco restaurants and the Sky Bar it is one of the tallest buildings in Bangkok I think it would have a picturesque view of the Chao Phraya as it courses along Bangkok.
It's a white building at the end of the Silom line of the Skytrain. About a 5 minute walk from the station. Can't miss it.
Going there for dinner next week.

Zilber is NOT quite right. There is NO rotating restaurant up there. But go up another level from the restaurant and there is a rotating platform where you will get to see the whole city.
The building is the Baiyoke Sky Hotel in Pratunam area.

Go to the Grand China Princess hotel in china town,it has a rotating restaurant,one floor below has a open pool,you will get some good photo's there.
