Most states are members of a compact and exchange conviction information. If the offense in state A is also an offense in state B where you have your license, state B will give you the points that the offense would merit under its laws.
Here is the Penna. information sheet on that (PDF): http://www.dot10.state.pa.us/pdotforms/fact_sheets/fs-dlc.pdf

I know some states will give a license to a drunk driver waiting for court in another state, and even if found guilty will not take the offenders license. Also not all states have the same point system.

Yes, any points or tickets you get anywhere in the US, go against your driving record. Depending on which state you get the ticket, they can hold your Drivers License in lew of cash bond also. Most states are compact states, meaning, if you dont pay your fine, or show up for court, your state will arrest you and hold you until you pay the fine from another state.
Makes things easier than keeping up with drivers license, especially if you fly often, got to have that picture ID

Actually George C is wrong. If you go to court in NJ, and get points, but your license is from PA, you will NOT get the points.
That is how it works in PA. Unless the offense is a DWI, or vehicular manslaughter, then it will transfer. However, if your lincense is from NJ, and you get points in PA, they will go on your NJ license. Thats the rules in NJ. Each state varies, but in your case with a PA license, you WON'T get the points.

No, even if your license is suspended in one state, it is not in another. At least in VT anyway, which is where I am.
