I answered another of your questions so I might as well answer this one too :)

700 isn't a minimum, if you find cheap living and cook most of you food by yourself you can live on less but not much less. (some shopping sprees have really ruined that budget for me)

Don't know much about Gävle, has just been passing through. It is a rather quiet and small city in the middle of Sweden near the coast. No, it's not a high crime rate at all. Halmstad is not a big city either, definatly more busy in the summertime with a lot of people going on holiday there but in the winter it's not much of a difference between the two cities. Gävle may be a bit colder though, but not that cold that you can't handle it. Gävle University has a fairly good reputation but is not one of the bigger universities in Sweden.

As a student it can be a good thing to go to a smaller university. You'll get more attention from teachers, get to know people more easily and feel less confused among all these people and places.
Yes, you call your professors with their first name as long as you'll been introduced to them. But if you call them by their last name, I'm sure they wouldn't mind.

Save money: Well get a job. I'm not sure what jobs that are available for non-Swedish speakers, better check that out when you are there. As I said, cook food at home, share apartment with others, check out the library before buying books and try to get students' discount in stores.

Good luck!

I cannot answer this question for you but I have an online friend who is in Sweden. You may want to ask him directly. Just go to my 360page and from my friends' list, look for "Grey Wolf" (His name is Anders). I am sure he can answer your questions.
Good luck!
