Yep, they're called the Windsor Police http://www.police.windsor.on.ca/default.asp . If further investigation is needed or it becomes a federal matter, they'll contact CSIS and the RCMP.
Personally, I believe this all to be a scam. Why would someone admit on their blog to be what you are claiming they are.
If you're really keen, report it. If it's found out to be a fake perpetrated by yourself for malicious purposes, you'll be paying a price however.
