if it was already installed, such as (oem), and you have no start up disk, I`m afraid you have a problem.
If you bought it secondhand, (try to contact seller), or new, (contact seller), dont fancy your chances though.

I'm afraid he has a big problem but there might be a way. Go into My Computer, and Program Files. Look for the Internet Explorer file folder. Open in and see if there is an icon for internet explorer. what he needs is iexplorer.exe. If it is there, he can click on that, and it might take him to where he can reinstall this.
If he is using Windows XP, he can do a system restore, and restore his settings to what they were before he messed around with uninstall.
Click on Start, Programs, Accessories, System tools and look for system restore. Once he gets that up on screen, he should pick a date a day or two before his uninstall.
If you have the original operating system software, you can put that into the CD drive. Don't let it auto-run, as it will try to reinstall the operating system. Internet Explorer will be a choice of things to install. If the computer is an HP, it will have a recovery CD, and he might be able to recover it that way.
I'm sorry there isn't much more that can be done.

It actually depends on the OS you're using. If you're using an older version of Windows (ex: Windows 98), you might have to install an old version of IE (5.5). Just download it from the Internet. Obviously, to download it, you need a browser! :) Go get Firefox (http://www.getfirefox.com).
Microsoft has a download center to download applications. Simply go there and look for your version (http://www.microsoft.com/downloads).
If you have XP, you can probably reinstall it this way:
1) Open your Control Panel
2) Double-click the Add and Remove Programs
3) On the left, select Add and Remove Windows Components
4) Make sure Internet Explorer is check, and press Next a few times to reinstall it.
By the way, you don't really need IE to go to the Internet, simply use Firefox.

no big deal
surf the net and find Internet Explorer... dowload it then install it
in the mean time you can use other programs to surf the net like firefox or opera
you can find some soft here

You will find firefox with google toolbar which is actually better than internet explorer

usually all these programs r found on the cd that came with your pc. try looking for the iesetup.exe in your windows cd or try the others cd to find it
