Click on 'view video effects' under 'Edit Movie' and drag the effect icon marked 'Speed Up, Double' down to the timeline.

Not familiar with Windows Movie maker but increasing the frame/per second will make your movie "run faster". I am guessing this is what you are trying to achieve.

You can either get a better editing software. Tmpg, Ulead, PowerDirector to name a few or on movie maker you can try reducing the frame rates.
