It is against the rules for a teacher to get involved with a student.

Forget him.

he might be just like any other male teacher that i have known... they play favorites with the girls and pay more attention to some more than others. (mostly based on attractiveness and ease to talk to) but in the end he's your teacher. if you saw him with another girl it may have been his significant other or not. just let him make the first move there. if he likes you figure things out after your out of his class.

Hmmm...I see the problem. If you guys have gone out on a date before or on speaking terms then you can ask him, directly BUT casually who that girl is, if you have not been dating or not on speaking terms then its best to just sort of ask around, tell a friend you've seen "him with this girl, are they married? together?" The best way to solve this just ask...but casually.

He is attracted to you , obviously, but has no intention to act upon it. Try to forget the attraction and get on with your education.
