Okay lets first say you mean extract music from a video file.
As mp3 is a music file.
You can do the really simple with Cool Edit Pro 2.0
If you mean convert to a Mpeg file then you can download a codec convertor program like TMG Convertor to do this.

vcd cutter is good software but i recomend u cool edit pro it's a little professional program but what u have to do is just open the *.dat,*.mpg or any video format and then after editing the silecnce parts and quality save it into mp3 or any other format

Yes you can. This will be a 2 step process.
First, load your movie to movie maker and when you save your movie save it as wma format.
Second, convert the wma format to mp3. You can use a freeware called imtoo wma to mp3 converter.

Eugene is right. MP3 is strictly audio. You can however use NERO to extract the soundtrack and save it as either WAV or MP3.

YES Using VCD cutter u can split it as a audio file. save it as MP3
