No solution. If you create free housing for the homeless, more and more people will take advantage of it. This will drive more and more homeless people to the big cities, and your free housing will always run out of space. Plus, you are encouraging more people not to work hard and just take advantage of free housing.

Your town doesn't need homeless shelters, you need transitional shelters. I work at a tranistional center and its where homeless people come and live but they have to find a job and they have to take classes on how to balance a check book, how to cook, etc. They also can live there for about 2 years so that they can pay off all their fines, get into rehabs, do whatever they go to do before they move into an apartment of their own. Then when they move out they don't have to worry about all these extra bills and fines they need to pay off. Also in my town in order to get into the housing you have to be "homeless" and you have to have an organization or a police officer write a statement saying you are homeless and they you go throught their process and your in. So if you are living with family or friends you can't get into houseing unless you have a probable cause and even then its hard. so i hope that helped. something else you/your town should do is to provide classes that teach people how to make a resume, fill out a job aplication, what to do in an interview, and teach people certain job skills.

No. Housing has become too expensive in large cities. The agencies that place homeless people cannot afford to house them all there as it simply costs too much money. These people will have to be relocated to less expensive real estate.

It would'nt completly solve the problem, but I think some would like having a job. Don't let them be dictated by some nut who acts like the homeless are cattle.
