The title is the answer to your question. They are considered officers.

If they wanted a drink on base or post they would go to the Officer's Club.

The are no longer restricted to being helicopter pilots as the Vietnam era portrayed them. They are technical specialists. When I was a commissioned officer in the field artillery in the '70s, we had Warrent Officers and Chief Warrent Officers that provided us with technical information on the missiles we dealt with. We would and could all WO and CWOs Mister and CWO were usually called "Chief".

The Warrent ranks are WHO-1 and then COW 2-5, which are the Chief Warrent Officers. When I was in Iraq as a civilian contractor I met several WO and CWO's that wore the branch insignia they worked with and very few worn the old "splattered chicken" insignia" the chopper pilots use to wear.

Remember though, all WOs and CWO's are subordinate in rank to every commission officer; even the the nugget, butter bar....the Second Lieutenant. Yes, even a CWO with over 20 years in service.

Warrant Officers are made Officers by a Warrant rather than a Commission. It's very similar to the distinction in the enlisted ranks between Non-Commissioned Officers (NCOs like Corporals, Sergeants, Etc.) and Specialists (Spec. 4, Spec.5 Etc.)

Warrant Officers are Officers that are between the enlisted and Commissioned Officers. an O1 outranks a WO5.

while some Army Warrants are helo Pilots, the Navy's Warrants are specialists in their fields, and are not pilots.

when i was in the air force, the maintenance and supply chiefs' were warrant officers. they were non-flying personnel, but were probably the most respected men on the base! it is a non-commisioned position, but is respected by all.
