Ask this 'guy' when he intends to bring your 'romance' (!) to the engagement stage. If he is genuine, he will promptly outline what he has on mind - and request for a definite, plus reasonable period of time to fulfill his prior commitments.
If he avoids the issue, you'll know for sure, that he is neither sincere nor genuine - and is just trying to get what all he can from you, with no strings attached !
Then, it is high time to just ask that bum to get out of your life. And move on.
