I noticed you said granddaughter, I'm not trying to be mean but maybe when you are around she is quiet. What does the mother say does the baby babble at all. Well if not take her to the docs she may have an ear infection which may be affecting her hearing therefore sound making as well. Good luck.

Presumably you mean that she was babbling? Your average 4 month old does not say actual words.
If she isn't making any sounds at all you should consult with her pediatrician. My son was always a quiet baby but did babble until about that age. Then he became very quiet. I kept asking my pediatrician about it, but his regular doctor went on maternity leave and I never saw the same doctor twice after that. Finally I switched doctors and had to have him referred to a speech therapist. He just turned three years old and only says about 30 words now, though he's been getting much better over the past couple weeks.
I'm not saying your granddaughter has a speech delay or that there is anything wrong with her, but just in case there is, don't let ANYONE put you off. You can self-refer to speech therapists in most cities and school districts. Remember, doctors are just people too. They are generally smart people or they wouldn't have made into and through medical school, but they can still make mistakes.

Maybe she has nothing to say. Maybe all her needs are being met before she realizes her needs?
Talk to the baby slowly as to show the sounds of your mouth. This helps the baby from an early age to visualize sounds. Also, don't be too quick to fill her needs, let her vocalize her need. Oprah had a great show a few days ago about baby language...go to the Oprah site and see if you can track information about "The Language of Babies". It's terribly interesting...information I wish I had when my children were infants.

That is completly normal! You should know. You see they can only consentrate on one thing at a time. So she's probably learning how to eat properly or learning how to crawl! Once she has crawling down she'll start to mumble again! Then slow down a bit when she starts to walk and when she turns two the languag goes way up!! HAVE FUN!

Deaf babies coo until about 4mos, then stop, and don't babble. Does she react to the vacuum, her name, or turn her head when you come in the room? She needs to be seen by her pediatrician, who can refer her for audiological testing.
