I heard that Canada may change the drinking age for Americans only, it this true???

The legal drinking age is a Provincial matter, not federal. That's why it's different from province to province.
In answer to your question, no, none of the provinces currently have any plans to change their legal drinking ages. It doesn't matter where you are from, the age limit imposed in each province applies to EVERYONE. An underage visitor from Russia, will get turned down just as an American or local would.
