I know con respecto means with respect and corazon means heart but when somoeone uses it all together as a phrase when ending letter what does it mean?

It is a closing meaning: "Respectfully yours dear heart," and the writer's signature should follow.

The correct sentence is:
"con respecto al corazon" which means
with regard to the heart, concerning to the heart...
for example someone can explain about his life saying: Respecto a mi trabajo, soy exitoso Respecto al corazón, estoy bien, casado... Concerning to my job, I'm successful, concerning to the heart, i'm fine, married...
Respeto without the c means to respect something/someone, for example
Yo te respeto = I respect you.

Casse toi could be translated as - scram or get lost, and pauvre con would be idiot or jerk. It sounds much more piquant in French though so rough translations don't do justice to what he said. It's really street language and not something dignified that you would expect from the head of state of a major power.
