To figure out "regular time" from military time,
if it's over 12:00 subtract 12:00 from the time
and you'll have your answer.
So 18:21 - 12:00 = 6:21
Since it was over 12:00 you know it's pm.

1821 hours not 18:21 is 6:21 pm, time to leave the Officers' mess and go home for dinner.
The easy way to tell is to count from 12 upwards
13=1 pm
14= 2 pm
15= 3 pm
1630 = 4:30 knock off time
1930 = 7:30 pictures start
2200 = 10 pm lights out
0600= 6 am revellie
Make a chart, it is not too hard to learn with a bit of practice etc
You can also buy a clock with both numbers on it.

That would be 18:21. That is military time. In standard time that would be 6:21pm.

The day has 24 hours. So in Europe they are counting the time from 1-24.
If is noon is mean 12.00 and by one 13.00 until midnight is 24 (P.M.s) hours and than goes by 1, 2, 3, 4, ..... (A.M.s)

18:21 is not military time, is regular time (6,21 P.M.)
