Would the fact that the paralyzed individual couldn't feel the taser in the legs necessarily mean that the electricity couldn't pass to parts of the body where the individual still had feeling and have the same "stun" affect?

The stun effect is due to the 'shorting out' so to speak of the neural pathways. This actually happens in the brain not the area they were stunned in. Since a paralyzed person still has nerves in their bodies despite not being able to 'feel' they still transmit the electical charge from a stuch gun to the brain.
At least the way I understand it to work anyway.
BTW, I don't know if this question was because you are thinking of doing this to a paralyzed person, but if you are, don't. Abuse is still a crime.

I guess I'd like to know why someone would use a tazer on a partially paralyzed person in the first place? As for the electricity moving through the paralyzed person's legs, unless there is a blockage of some kind in the leg, things can still move through and around. I don't think the stun gun would work, though, unless the paralyzed person was shot where he/she still had feeling.

yes, it would. tasers affect the muscles involuntary. the juice will jump any break in the nervous system.
