Canada could not even build conventional subs. The Canuck govt bought 4 second-hand ones from the UK.
Building ANY military submarine is VERY diffucult, just to start up a conventional-powered sub building program is a monumental task, nuclear powered, including the reactor systems, forget about.
Add that to the fact that Canada's shipbuilding industry is very sick, and with a majority of the public that would disagree, and the answer is a no.

Not in any reasonable time frame. Civilian reactor technology wouldn't work in a sub, so AECL would have to come up with a new design from scratch. If they started today they could have something ten years from now. The fact is no naval submarine has ever been built in Canada-they have all been Royal Navy hand me downs. The main purpose of Canadian submarines nowadays is to play the enemy during ASW exercises. DND plays that down, but it's a fact. That's why it's a good thing they are diesel-electric boats as some of our allies have all-nuclear sub fleets but let's say..Iran, only has diesel-electric boats.

If Canada can design and build something as massive as the CANDU Nuclear Reactor http://www.nuclearfaq.ca/ I'm sure building a nuclear sub would be a breeze. Still, after buying surplus (and faulty) subs from Britain, I don't think there is much of an appetite in Canada for nuclear subs.

Yeah, why not. Canada has the technological capability and resources to build a nuclear sub. I am not sure if the Canadians have nuke subs or are keen to take on such a project. But, they don't need a nuke sub, they have the US for thier defence.

They already have a proto-type vessel. The hull
and superstructure are made of wood (Canadian spruce) and the propulsion system
is a modified snowmobile engine. Sea tests
are underway in Lake Michigan.
