I had two parakeets when I was a child. They were very easy to care for. Don't know for sure about the cost, since my parents took care of that, but I doubt they would have let me have one if it was very expensive.
As far as care goes, you just need to make sure they have food, water, and a clean cage. Sand paper/newspaper at the bottom of the cage should be changed every few days. The cage itself needs to be wiped down every once in while, as well.
Parakeets are pretty active, so they need lots of toys, they especially like mirrors and bells. They need (I forget what it's called), it's sort of like a mineral block that you hang in the cage for them to rub their beak on to keep it from getting too long.
And, you need to talk to them or play music for them.
Also, I can't remember ever doing this, but I must have, their nails probably need to be trimmed on a regular basis.

One word of advice, from past parakeet owner to future parakeet owner. Make sure you can handle the noise they make, the dirty cage that you'll have to clean at least 3 times a week, and also most importantly. Dont get a male and a femaile, you'll have offsprings every month. I had two pairs of parakeets two male two female. I was getting offsprings like no tomorrow, i did get $5 for each offspring but still. Also they really really love tomatoes, give them the small cherry tomatoes, they're crazy about those. Oh lastly, before bed time cover the cage with a cloth, so its dark in the cage, they like that, also not as noisy, but only during the night time.

Parakeets are very inexpensive, you can get everything, bag of food, cage, toys, house (make sure you have one), and the birds for less than $100. So go for it, if your up for the challenge!

oh one more thnig, lol, cover the bottom of the cage with paper towels, that way you'll have less work to od when you clean the cage. oh and make sure you wear a glove when you put your hand in the cage, they bite.

Hope this helps!

Parakeets are inexpensive relative to other pet birds depending on the type you desire.
blues and whites are the most desireable and so are the most expensive.
I prefer the natural green colored.
ease of care is a relative term, they require lots of attention but keeping a cage clean and food in their bowls is quite simple if you just decide to not neglect them.
they CAN learn to mimic human sound like parrots but not as quickly. some just never learn. but persistance usually pays off in a word or two. just dont expect too much.

I got my Parakeet for 90 dollars. She was just 2 weeks old then. But if I am not wrong, parakeets that are not specially breed cost a lot cheaper than that.
