In terms of influence, you will always make a greater impact on someone if you can hook into them emotionally. That being the case, I believe more people would, at the very least, be more dynamically effected by the heart. Whether the heart "rules" would also depend on the individual and how well balanced they are. But as my PR father use to say,
"If you can't get them in the head, get them in the heart."

Most of the time, people follow their heart. They may use their mind to analyze if they have made the right choice
or decision, but I think usually the heart wins.

This answer is from a Christian's perspective. The heart is to be regarded as our spirit. A Christian who acts naturally is ruled by his mind. On the other hand when the Christian flows spiritually or walks in the Spirit he is ruled by his heart or spirit. A Christian is ruled by his mind most of the time because it is something he is accustomed to do from childhood and as a human being. To be ruled by the heart or spirit a Christian needs to yield himself to the Holy Spirit who is his Guide, Teacher and Comforter. So it depends on whether one prefers to act naturally or spiritually most of the time.

Well for me anyway I think most of the time I am ruled by my heart. i sometimes don't think things through well enough. sometimes that's a good thing. other times it can be the worse thing. good question by the way

I think the only people led by their heart are the ones who have risked their heart completly and allowed it to be broken into pieces, then they can hear their heart over their incessant brain ramble. and you have to hear it in order to follow it
