Knowledge of the age that infants have a reasonable chance of having enough known of their abilities to withstand a medication or chemical to be able to have a non reaction. Most babies after 2 years have had shots etc and much is known so an overall directive is important

To avoid liability suits from customers. Infants could have allergies and no one know since they are new and untested on. This way, they tell you to ask your dr and he/she says its ok then they are not liable.
