well, the tail issue is probably not related at all to the urine leakage. No, it is not normal for dogs to leak urine!!! And, as you describe it, it definitely does not sound like submissive peeing. It may be an incontinence problem, which there are meds and/or surgery to correct, but most likely it is a urinary tract infection. This is very, very common in dogs, esp. puppies. Classic symptoms that you describe. Is she also licking her vulva excessively? She may also have a puppy vaginitis as well. I'm glad to hear that you are taking her to the vet soon. They can check a urinalysis and possible vaginal culture and if that is the problem then prescribe the correct medication. Remember, sometimes it takes more than one course of antibiotics to get rid of a UTI (just as in humans) and it is very important that you have the urine rechecked a day or two BEFORE the medication is gone. If you wait for a couple days after she's already been off it and there is still a touch of infection left, you have just allowed time for the remaining(stronger) bacteria to multiply and the infection starts all over again and not only is your puppy uncomfortable again, but you will have wasted the money you spent on the first urinalysis and meds. I wouldn't be concerned about the tail having anything to do with it. My dog went through the same thing. I was told that a dogs bladder isn't fully developed until about 1 year old. My dog would pee right when I took her out the crate. Movement makes it more difficult for a dog without a fully developed bladder to hold it. Carry the dog to where you are taking them to pee and keep in mind that the first step may cause a tinkle. I had to go so far as to monitor the evening water consumption, take her for a pee right before bed, wake up at 3am and carry her out again, and take her out again before I left for work in the morning. After some time, she was able to hold it. But I was also told that some dogs will develop a incontinence problem after being fixed and now, much older, she has to be on prescription meds to help with her incontinence.
Oh yeah, sometimes they'll tinkle when they're submitting to you. If a dog gets too excited when you appear, ignore the dog for 5 minutes and then greet them to prevent the tinkling.

The owner of the dog needs to know how to "operate" the dog, same way you can get into a car that's in perfect running order but if you don't know how to drive you won't have much luck making the car go anywhere. This is a possibility. Some dogs feel that they are at the lowest position in the pack. They will pee as a submissive jesture. The treatment is to raise the level of the dog in the pack and the behavior will stop. We have a dog that was like this. We try and not use agression towards the dog in any way. Greet the dog by using kind of a nipping under the neck motion with our hands. and not looking straight at the dog in the eyes, when greeting.

to begin with, the peeing is normal. any young dog cannot control its peeing normally, similar to humans. my dog did this for the first year of his life. now, he is 3 and only pees occasionally after he is left alone for long periods of time. this dog, the vizla, is known as the velcro dog, very attracted to its owners. as for the tail, my dog, along with other types, have a tendency to have tails that are incorrectly developed. either this dog did indeed break its tail, or it was bad from the beginning. some breeds generally get their tails cropped because they have this tendency however i dont know if this is common for this breed or not. good luck with the puppy

Ectopic ureter might be the cause. A birth defect where the ureters from the kidneys empty somewhere other than the bladder. Seen more in female puppies, usual cause is that the urine is dribbling from the vagina.
