When you have liability ins due to an sr22 and you get hit driving someone's car. Who's ins co should take of it, mine or the registered owners?

That depends on whether or not the registered owner's insurance covers other drivers or just himself.

Insurance always follows vehicles. Therefore, the owner's insurance will pay for damages done if it's your fault under liability. There could be an exception or two to this, but that's how insurance works in general.

If someone hit YOU - their insurance pays. If they have no insurance it goes under the uninsured motorist coverage of the RO. You only have liability which means it only covers damages or injuries you cause.
