Any human that mistreats an animal should be sent to jail. I think that assault on an animal should be treated the same as assault on another human being. If a person were to assault another person they would get 6 months or a year in jail for a first offense and I think they should get no less for harming an animal. Fining people who harm animals is a waste it does not teach them anything - lock them up for a while. Teach them a lesson. If they kill an animal life in prison.

Not sure what Maltreat is, but if you are talking mistreatment no they should not. If they don't know how to care for or want the responsibility of a pet they should not own one. I've seen alot of mistreated animals and personally i'd be one of the first to stand up for them.
As far as it being a crime, is it a crime to beat or malnurish a child or a person.
As far as what the punishment should be, I feel the person doing the crime whatever it is to the animal should have the same thing done to them just to see how they like it.

I can explain why it is a crime. The creator of this universe created animals to be loved and cared for. Not to be harrassed. Think about how you feel when you get spanked. Animals do not feel any different than we do. I think humans maltreat animals because they dont feel well and they let out their deppression on their animals. If they feel like that why dont they get a punchbag? No, I dont think humans should maltreat animals just because they misbehave and dont listen. Do the teachers at school spank the kids for it? NO!!!

Let me ask YOU this...would you maltreat a pet or would YOU stop it from happening? People who do this will maltreat a human once the chance arises, it's been proven as a FACT!

One should not inflict unnecessary pain on an animal, simply for its own sake. One could argue that we need to kill animals for our survival as other animals do, but other animals would not intentionally beat a horse, or starve a dog.

As to the notion of animal cruelty being crime, in most places, surprisingly, animal cruelty is considered a kind of property crime and is listed with other property crimes. These reflects the Western idea that animals were put on earth simply for our consumption, use and pleasure. In fact, in Genesis, God gives Adam and his descendants dominion over creation. We don't see animals so much as independent sentient creatures worthy of our respect, but more as instruments to serve our needs. That being said, I think unnecessary animal cruelty is a crime deserving of harsh punishment because it is so deliberate and callous.
