HELP!! how can you make pictures like these?

you know like the drawing type of pictures that they have in the beginning of everwood like that?

Photoshop has filters that can make a photo look like a line drawing, watercolor painting, and many other effects. Photoshop Elements can do the same, but it costs a lot less. Sorry, but I've never seen Everwood.
