Reboot the system works if this is a temporary condition. If you are always running into this issue you may be out of luck.
The best way to speed up an existing system is to add more memory (RAM) to the computer - to prevent Windows from using your hard drive as memory.
Also make sure that you have at least 2-5GB of free HD space, and make sure to defragment your HD.
If you already have 1GB of RAM, and 5GB or more of free HD, and you are still running into 100 % CPU utilization doing your computer tasks then it is time for a new computer with a faster CPU.

As much as I hate to say it, you're no doubt loaded with viruses, trojans, keyloggers etc., that are using your computer to do their mass mailouts and their dirty work, therefore taking up all of the memory. When your system gets to this point, it's best to remove Windows completely and re-install it again. ctrl+alt+del than task manager if your not already there than view>update speed low and turn off some applications in the clock bar.

run adaware to clean out the cookies
add and remove any unneeded programs
defrag the hard drive
add memory to ease the workload
adjust the start menu to toggle off any unnneeded programs
diskclean any garbage and stray data.
