You're eating a popsicle and part of the inside of your lip freezes to the popsicle. When you pull it off, your lip bleeds. Then the blood freezes to the popsicle. Then you can't eat the popsicle anymore if you're in public.

If you wait for your lip to unfreeze before you pull off the popsicle, will your skin stay on your lip?

That has never happened to me because my saliva prevents my lips/tongue from getting stuck.

You don't have to wait for your lip to unfreeze, the warm saliva from your mouth should do it. Use your tongue. The skin should stay on your lip. By the way your lips must be very dry! Keep eating Popsicles or lots of fluids to rehydrate!

Uhh..
My lip has freezed before to a popsicle, but it never ripped the skin or bled. I think the skin should stay, as long as you pull it off gently.

Yes, if you wait for your lip to unfreeze before pulling it off your lip will stay intact. : ) I used to have the same problem all the time with icecubes.
