You don't buy a clearance. You are granted a clearance by the authority that requires it. They grant it based on the results of the background investigation.
TS usually requires a full background check, including interviews with family, neighbors, teachers and employers.

No, it has to be a part of one's job requirements either in the military or in government service.
Edit: I had a TS clearance as a communication specialist in my days in the Navy and they check your background back to Adam. If you feel the need to buy one or if you are just confused about them, all your questions have been answered in the posts listed. Note: A clearance isn't "information", it's a clearance one receives for having nothing in their life history to indicate they are not trustworthy and have not been involved in activities that might threaten the government.

in addition to the correct answers of "NO" given by others, there is also a 'need to know' issue. Just because you have have a top secret clearance, you still have to have a need to know before be allowed access to the instillation, project or information. It is not a blank check

Top secret clearance for what? You need to be specific and if you're talking about buying it you're breaking the law depending on what it is.

Look at OPM.GOV. You can not purchase a clearance. No way, no how. If you need one, join the service!! It's the easiest way.

Why not? Robert Hansen sold secrets to the Russians, to become the worst spy in US history while he worked in a top position for the FBI, and spies buy information every day
